Cecil Walker

Advisory Board Member

Mr. Cecil Walker has over 50 years in Native American Trust Land Development and Commercial Construction industry nationally and internationally.

He is a graduate of the University of Kansas and the Union Pacific Railroad (UPRR) executive master’s programs at Harvard University, MIT, and Creighton University.

Cecil has a strong civil engineering background and has held numerous leadership positions throughout his career at various large firms, including UPRR and the Kellogg Corporation.

Mr. Walker directed and managed the funding, design and fast-track construction of casinos, Native Trust development and private development. All these major projects were completed ahead of schedule and within budget. Additional project experience includes major resorts, casinos, hospitality, international airports, arenas, theme parks, stadiums, high-rise facilities, hospitals, schools, universities, marinas, roads, bridges, dams, wastewater treatment facilities, and railroads.

Current programs and projects underway include building construction and sustainable energy projects in Central Florida, Texas, Illinois, California, Lake Como, Italy, and Madagascar.

Cecil was nominated for the Ernst & Young Entrepreneur of the Year for Central and North Florida in 1999 and 2001, National Indian Business Owner of the year 2001, and has received numerous building awards, including the prestigious Worshipful Company of Constructors, a City of London Livery Company.

He is a past board member of The National Conference for Community Justice, advisory board of the University of Kansas College of Liberal Arts & Sciences, and The State of Florida Minority Certification Task Force. Certifications held include Florida “Class A High-Rise” General Contractor License, past Certified Arbitrator with the American Arbitration Association, and he is an Aspen fellowship nominee.

Bruce Warner

Advisory Board Member

Mr. Warner has over 35 years of experience as a consultant, CPA, Certified Depreciation Professional (CDP), forensic accountant, strategic planner and regulatory executive. For 25 years, he served in regulatory, strategic planning and accounting management capacities for Williams Gas Pipelines-West and Kern River Gas Transmission Company. His management experience includes rates and governmental affairs, property and inventory accounting, financial reporting, regulatory research, tariffs, nominations and strategic planning. While the Director of Regulatory and Governmental Affairs and Manager of Rates and Strategic Planning in those organizations, he directed the litigation or settlement of six complete natural gas pipeline rate cases, two postage stamp vs. zone rate hearings and one storage service unbundling proceeding.

Richard Torsu

Advisory Board Member

Richard Torsu is a skilled finance executive and a respected leader in governance and accountability across Africa. As the Director of Finance at the Confederation of African Football (CAF), he handles the financial management of one of the continent’s top sports organizations. His responsibilities include overseeing large budgets, ensuring compliance with global standards, and enhancing systems that promote sustainable growth.

Known for his honesty, accuracy, and foresight, Richard has built a career combining finance, leadership, and meaningful impact. His skills not only ensure organizational stability but also foster trust among stakeholders, donors, and partners. With international experience and connections across sports, corporate, and development sectors, he brings TEKCHILLS a valuable network and strategic perspective to boost rural empowerment initiatives.

Richard’s choice to volunteer his expertise reflects his values and dedication. At TEKCHILLS, he champions financial excellence and advocates passionately for improving the lives of vulnerable children, youth, and people with disabilities in Ghana and beyond.

Terrence Sims

Advisory Board Member

Terrence Sims, an accomplished healthcare technology and finance executive, boasts over 30 years of senior leadership experience in early-stage and Fortune 500 environments. As a seasoned professional, Terrence currently holds the esteemed positions of President and Chief Operating Officer (COO) at Raintree Systems, Inc., while also serving as the Chief Executive Officer (CEO) and Co-Founder of the affiliate company, Rev-Ignition Corporation.

Paolo Carito

Advisory Board Member

Paolo Carito is a globally respected executive strategist with over 20 years of experience leading innovation, sustainability, and strategic development across Europe and emerging markets. He has held senior leadership roles with major organizations, including Lega Serie A (Italy’s top football league), Sport e Salute S.p.A. (Italy’s national sports development agency), and the Italian Ministry of Sport, where he spearheaded high-impact initiatives in infrastructure, branding, and public-private partnerships.

Paolo’s expertise spans sustainable business modeling, stakeholder engagement, and ESG-aligned investment strategy. He has advised governments, philanthropic networks, and mission-driven enterprises on unlocking growth through strategic branding, inclusive development, and long-term value creation.

As an Advisory Board Member of TEKCHILLS Foundation, Paolo brings a powerful blend of global vision and operational discipline. His guidance strengthens the Foundation’s capacity to scale community-led solutions in rural Ghana, attract mission-aligned capital, and build enduring partnerships across agriculture, education, and infrastructure.

Paolo holds advanced degrees in international relations and strategic communication, and is deeply committed to initiatives that blend purpose with performance. His presence on the TEKCHILLS leadership team signals our commitment to excellence, transparency, and transformative impact.

Dr. Demaryl Singleton

Advisory Board Member

Dr. Demaryl D. Singleton is a distinguished executive leader, humanitarian, and global advocate whose career spans more than 39 years across the U.S. Department of Defense, Intelligence Community, and private industry. A retired senior leader who served at the highest General Schedule level, she has led multi-billion-dollar defense acquisition and modernization programs with strategic vision and integrity. Her leadership includes serving as ACAT I and III Program Manager for the DoD Teleport Program at the Defense Information Systems Agency (DISA) and as Deputy Commander and Director of Contracting for the U.S. Army Contracting Command–Kuwait.

She holds a B.S. in Management from Park University, a master’s degree in Procurement and Acquisition Management, and a Master of Business Administration (MBA) in Information Technology Management from Webster University. She earned Defense Acquisition Workforce Improvement Act (DAWIA) Level III certifications in Contracting, Information Technology Management, and Program Management from the Defense Acquisition University (DAU).

As a bestselling author of five books, Dr. Singleton is recognized for her excellence in acquisition strategy, organizational transformation, and mentorship of emerging defense and business leaders. Her honors include the Presidential Lifetime Achievement Award and the United Nations Peace Award Certification, recognizing her enduring commitment to service and global impact. She is also a proud nominee for the upcoming Fluxx Awards, celebrating her dedication to education, mentorship, and humanitarian leadership.

As a Board Member of the Tekchills Foundation, Dr. Singleton brings a deep passion for sustainable development, education, and empowerment. Through her missionary and outreach work in Ghana, Zambia, and Sierra Leone, she leads initiatives advancing education access, women’s health, and solar energy infrastructure in underserved communities. A lifelong mentor to students at her alma mater, Shaw High School in East Cleveland, Ohio, she continues to inspire youth to lead with faith, resilience, and purpose.

Meet Our Team

Courage Tekpa

Executive Director

The TEKCHILLS Foundation was the brain’s inception of COURAGE from a very early age, where he gained a great affection for the poor, the deprived, and the disabled. Courage lost his dad at the age of 9 and since then his mother took sole responsibility for his upkeep through primary school to high school. COURAGE began to develop an understanding of the socio-economic lives of people living in rural and deprived communities, which were heavily influenced by his surroundings and experiences.

From the age of 22, COURAGE began formulating together with her mother what eventually became the TEKCHILLS Foundation on the 2nd of February, 2016 as an advocacy organization solely into highlighting the needs/problems of rural and deprived communities and finding organizations that could be of help by solving the issues highlighted.

After 3 years of advocating, COURAGE realised that the majority of problems highlighted were not addressed by the organisations that promised to support the communities in solving their problems. Upon deliberations and his continued vision for rural communities, he decided to incorporate the Foundation to give it a full recognition as a Non-Governmental Organisation/Non-Profit and the power to mobilise resources in achieving its goals after the successful completion of his University course in 2019.

After a rigorous process, the TEKCHILLS Foundation finally incorporated under the Companies Act 179, 1963 (Now Act 992, 2019) of the Republic of Ghana on the 17th day of February, 2020. Its core mandate is to empower rural and deprived communities across Ghana to break the cycle of poverty, inferiority complex, illiteracy, and lack of resources that continued to hinder their socio-economic development.

COURAGE and the TEKCHILLS Foundation’s team are willing to form strategic partnerships with philanthropists, local & international charity/non-profit organisations, and corporations that have a strong desire to help & support the growth of rural and deprived communities.
